Dielectric strength tester recomendation

We would appreciate any recommendation (manufacturer, model number)
for purchasing a dielectric strength tester to measure breakdown
voltage and dielectric strength of thin plastic films according to
ASTM D149.

Designed to determine the dielectric rigidity of insulating polymer materials at commercial voltages in either air or oil bath. The voltage can be applied according to the three different methods prescribed by ASTM D149. Voltage range: up to 60 kV or 100 kV, based on the model chosen. Voltage setting may either be manually controlled or motorized. Meets ASTM, DIN, UNI, CEI and other similar standards.
